Rules your shop must meet

What FDA Maharashtra checks before giving a drug license

  • Shop size: at least 10 sq. metres for a retail or a wholesale license, and 15 sq. metres if you want both, with its own separate entrance.
  • Retail (medical store): a registered pharmacist must be in charge. The owner does not have to be a pharmacist.
  • Wholesale: a competent person in charge. This can be a registered pharmacist, a graduate with 1 year of experience in dealing with drugs, or a 10th pass with 4 years of experience in selling drugs.
  • Storage: a refrigerator is a must for a retail store. A wholesaler needs proper storage for the medicines it handles.
  • Government fee: ₹1,500 per license form, paid online through GRAS. A typical retail or wholesale license needs two forms (20 and 21, or 20B and 21B), so about ₹3,000.
  • Validity: no yearly renewal. Pay the retention fee before each 5-year period ends. A late payment costs 2% a month, and after 6 months the license is treated as cancelled.
  • Mistakes cost money: FDA Maharashtra can reject an incomplete or wrong application, and the fee already paid is lost.

Based on the Drugs and Cosmetics Rules, 1945 and FDA Maharashtra's August 2026 guidelines for online drug sale licence applications.

Documents you will need

  • PAN and Aadhaar of the owner, partners or directors
  • Firm papers: partnership deed, or LLP or company incorporation documents
  • Shop papers: ownership proof, or a rent agreement with the owner's consent
  • Layout plan of the shop with measurements
  • Retail: pharmacist's registration certificate and appointment letter
  • Wholesale: competent person's qualification and experience proof
